Bediüzzaman’a Göre Şûranın Siyasî Yansımaları – Doç. Dr. Recep Ardoğan
Özet
Şûra, toplumsal hayatın her yönünü kapsayan bir ilkedir. Onun sosyal ve
kültürel alanda çeşitli uygulamaları olduğu gibi siyasette de ihmal edilmemesi
gereken açılımları vardır. Bu nedenle o, çekirdek bir ilkedir.
İstibdat, yönetimin halka yabancılaşmasına yol açarken, onu dışlayan şûra,
yasama ve yürütmedeki tekeli kaldırıp insanların katılım haklarını kullanabilmelerini
sağlama amacına yöneliktir. Esasında şûranın bir gereklilik oluşu, her
bireyin toplumda yaşanan sorunlara karşı duyarsız kalmama konusunda dinî ve
ahlakî açıdan bireysel sorumluluğunun da bir gereğidir.
Şura ilkesinin uzanımları, toplumun kendine temsilci yapmadığı bir kişi
veya grup kendi başına toplum adına karar vermesini önlemeye yöneliktir. O,
bir kişinin toplumdan almadığı bir yetkiyi toplum adına kullanmasını önler.
Siyasi iktidarın hukuk çerçevesinde halkın maslahatına uygun bir şekilde işlemesini,
yasamanın toplum için en ideal olanın keşfine zemin hazırlar. Bireyi ve
sivil toplumu güçlendirir.

Abstract
Counseling is a principle that covers every aspect of life. As it has various
practices in social and cultural areas, it has expansions that shouldn’t be
neglected in politics as well. While despotism opens the way to alienation to
people, counseling which rules out despotism aims at providing people using
their rights of participation by removing the monopoly over legislation and
execution. In fact the necessity of counseling is also a requirement of individual
responsibility from religious and moral points of view against the insensitivity
to the problems experienced in society. The extensions of the principle of
counseling are intended towards preventing the individuals’ or groups’ giving
decisions in the name of the society, who haven’t elected them as their representatives.
It prevents an individual from exercising an authority which s/he
has not received from the society. It paves the way for political government to
operate in accordance with the law for the benefit of the people and for the
legislation to discover the ideal for the society. It strengthens the individual
and the civil society.
