Parlamenter ve Başkanlık Sistemiyle Yönetilen Ülkelerde İstikrar Durumu – Prof. Dr. H. Emre Bağce
Özet
Bu makalede parlamenter, başkanlık ve yarı başkanlık sistemiyle yönetilen
ülkeler istikrar ve kırılganlık bakımından incelenmektedir. Bu şekilde,
istikrar konusunda somut araştırma sonuçları üzerinden yönetim
sistemlerinin niteliğine dair daha rafine bilgiye ulaşılması amaçlanmıştır.
Çalışmanın ilk kısmında, dünyada hangi ülkelerin parlamenter, hangilerinin
başkanlık ve yarı başkanlık sistemleriyle yönetildiği incelenmektedir.
Takip eden bölümde, istikrarı ölçmek için kullanılan göstergeler değerlendirilmiştir.
Daha sonra ise Barış Fonu’nun hazırladığı 2015 Kırılgan Devletler
Endeksi’nde yer alan 178 ülkenin istikrar durumu siyasi sistemlere göre
incelenmiştir. Çalışmanın sonuçlarına göre, parlamenter sistemle yönetilen
ülkelerde istikrarın daha yüksek seviyelerde olduğu; başkanlık ve yarı başkanlık
ülkelerinin ise istikrar bakımından oldukça kırılgan durumda bulunduğu
tespit edilmiştir.

Abstract
In this article, parliamentary, presidential and semi-presidential governments
are examined in terms of their stability and fragility. Hence, through
the concrete results of the analysesit is aimed to have more refined knowledge
about the nature of political systems. In the first parts of the study, it
is assessed in detail which countries in the world are governed by parliamentary,
presidential and semi-presidential systems. Later, the categories
and indicators that applied to measure stability and fragility of countries
are reviewed. And finally, the stability levels of one hundred and seventy
eight countries in the Fragile States Index (2015), which is carried out by
the Fund for Peace, are analyzed in terms of political systems. According to
the results of the study, it is found that stability in parliamentary countries
is quite high bur it is determined on the contrary that presidential and semi-
presidential countries are in quitefragileconditions in terms of stability.
