Özet
Karar alma mekanizmaları açısından tarih boyunca iki türlü
yöntem söz konusudur. Danışma şeklinde görüş alıcı meşveret ve
karar verici meşveret. Görüş alıcı meşveret; karar konusunda yetki
sahibi olan kişinin ya da kişilerin, kararı vermeden önce kendince
uygun bulduğu doğru kişilere danışmasıdır. Karar verici meşveret
ise meşveret eden kişilerin karara dönüşecek teklifleri müzakere ettikten
sonra oylamaları ve sonuçta kararı da birlikte almalarıdır. Bu
makalede söz konusu karar mekanizmaları ela alınmakta ve meşveretin
usulü ve alınan kararların etkileri hususunda bazı değerlendirmeler
yapılmaktadır.

Abstract
Historically, there seems to be two different systems with regarding
to decision making mechanisms. Consultation which takes
advice and consultation which takes decision. Consultation which
is taking advice is a system in which person/persons who have the
power to take a decision, before taking the decision, take opinions
of others of which he/they deem appropriate to consult. Consultation
which is taking decision is another system where proposals
which later become decisions are discussed, voted and taken as
a decision collectively by all persons taking part in decision making
process. In this study, these decision making mechanisms are
handled and method of consultation and impact of the decisions
are assessed.
